“And to you who are troubled”
The verse begins by directly addressing people who are troubled. The believers in Thessalonica were facing difficulties because of their commitment to Christ. Their faith had brought them opposition, but Paul wanted them to understand that God was aware of their circumstances.
The word “troubled” points to distress, pressure, affliction, and suffering. Christianity does not promise that believers will never experience difficulties. Scripture repeatedly acknowledges that faithful people may pass through seasons of hardship.
This part of the verse gives an important encouragement: God sees the suffering of His people.
When someone is treated unfairly because of their faith, or when life becomes difficult despite sincere devotion to God, it can be tempting to think that nothing will change. Paul points believers beyond their immediate circumstances toward God’s ultimate justice.
“Rest with us”
Paul then gives a promise of rest.
This does not simply mean taking a temporary break from ordinary work. In the context of this passage, rest represents relief from persecution and suffering and the assurance of God’s righteous intervention.

“From heaven”
